Just as a side note, I am copying something from Lahore Metroblog:
The roads to Muzzafarabad specially the one from Murree are completely clogged up. If you know of people sending trucks to these areas, tell them to wait. The traffic jam a few minutes ago was of approx. 7 hours. Heavy trucks cannot go through these small roads, they are destroying the roads: and making ambulances stop. Meanwhile, small villages along the way are getting no help…
