Manora Entertainment Fee Racket

Manora%20Entertainment%20Fee.JPG Karachi being a coastal city, the only form of entertainment easily available for us Karachiites is the beach. Come any weekend or a public holiday literally hundreds flock to the Arabian Sea to beat the heat wave, and they all have fun. Summers are great to be on the beach but then again literally everyone is there and there is usually a large crowd on the weekends. To truly enjoy the beach one has to be there on either a weekday or during the off-season (October to April) that is when one can really enjoy the Karachi waves, a bit chilly but definitely much quieter.

A few days back I did take the short drive to the beach with a few friends and really enjoyed the few hours of tranquility. But not before being confronted with a small argument about the Manora Entertainment Fee at the collection post, I like everyone else have always been forced to coughed up the toll that they demand, but when you ask for details as to who they represent or for that matter what is the ‘official toll’ they simply respond “dena ha tau do, warna wapis jao” [give it or go back].

The receipt you are handed is a cheaply printed slip with the misspelled words of Sandspeed / Hawksbay Manora Entertainment Fee blemished with a random number, there is no mention of the toll that you are required to pay, and no mention as to which authority they are collecting for. As you can guess this did lead to a small skirmish I had with them more so in the spirit to investigate this issue and also for a citizen journalism story for KMB (yes I did it for you guys – LOL).

The usual modus operandi at all check posts through out the country is that you have to be a government official, army, police or bureaucracy as long as your car or your proof of identity states that you are above ‘the fee paying citizens’ you can waltz through all this shit, on occasions one might be lucky to bull doze your way through their check post, but its rare otherwise common citizens are greeted with a very stern look.

When I approached the toll area a flimsy rope just a few yards ahead of me was pulled taught to indicate that I was required to stop (or else !!!) and a speed breaker (garha! [ditch]) designed to slow my approach to a grinding halt, one of the toll huskies approaches my car and when I ask how much, he responded in a very casual manner “Bees Rupai Day Do” [give twenty rupees], the receipt I was handed was this blue pre-torn slip of paper, though he also carried a yellow booklet as well. When I asked where is Rs. 20 mentioned he shrugged the question aside and asked in turn “Bees Rupai?” another question and he blew a fuse and in a stern order said “Dena Hai to Do warna dafa ho jao“. [give it or get lost]

His response also angered me, but keeping my cool I asked who is responsible here – and he casually pointed towards a guy sitting on a table attempting to look like an officer in-charge. When I approached him after parking my car slightly off to the side despite some rude and stern comments from the other irritated mafia collectors, specially to irritate me. The in-charge was rude as well – he did not offer any authority designation but simply repeated Bees Rupay Denay Hain to Do warna wapis jao.

Despite arguing for a few more minutes to no avail I did end up coughing up the twenty rupees and proceeded onwards to the beach. I was later told that this is a racket organized by the local police station and the toll fluctuates according to the day and the size of the approaching car. Anyone care to shed light on this Manora Entertainment Fee racket

    good thing they didn’t looted you…city govt is too busy minting money at a higher level while these gangsters and outlaws are busy harassing the public with impunity as they’re aware that nobody will be coming after them as the higher ups are themselves too busy… in coming days you’d see more of these roadblocks and barriers at different places in the city

    Land Mafia is very active these days in karachi. In some previous posts, issues of Pizza Hut & Saima Bridge View Project in North Nazimabad were mentioned as illegal. North Nazimabad is one of the most well planned area of karachi & has the widest road network, grounds, parks, mosques & all. Recently, in Block C of North Nazimabad the ground adjacent to Ashraf Masjid, a housing project has been started of 120 yards for “shaheed -e- haq” families. The said ground was meant for family park & a boundary wall was erected some time back for renovation. All development work aside, these kind of tactics show the true face of the CDGK & MQM. Same case is with the park in Block J. If things continue like that then North Nazimabad will not be different from Moosa Colony in near future.

    that same ground was earmarked for a water park during naimutullah khan’s period if i am not mistaken.. the current city govt scared away the foreign investor involved in that project..

    North Nazimabad is KDA Scheme no – 2 On (now Defunct) KDA papers also Known as Taimuria, of Karachi designed by Italin Town Planners in 1960’s –

    It is the most sought-after locality since year 2000 by the ruling parties. It is common Wrestling ring of Two poltical parties since 1977 elections.

    Nafees Siddiqi, Babur Ghouri, Khalid Bin Waleed, Naveed Qamar, Taj Haider, Saleh Mohammed Bhotani, Kanwer Khaled Younus, Raza Rabbani etc etc WERE residents of KDA Scheme 2.

    All roads & artries are named after Mughal Era rulers, soldiers and only One road is called Shahrae Noor Jahan.

    Manora, Hawkes Bay, Sandspit, Mubarak Village road are Tolled by the PPP Workers, even in the time of Ziaul Haq the Toll fee was charged. so its nothing new.

    May be it comes as surprise to occassional visitors but not to those who are regular and exempted from it.

    Did any one Call the City Mayor or DIG of the area, it does work. Try calling give the exact location and u will see the action.Lets not assume that they know or thats there agents.Be realistic and inform higher up if you think its fishy.

    I think now is not the time to argue about money rackets.. now is the time to stand up and protest the illegal takeover of 8400 acres of land by the sindh goventment. all this includes manora, french beach, sandspit, hawksbay, cape monz and more. All this being done for the ultra rich! what about us the middle class people! where the hell do we go on sundays? where do the endangered turtles go! where the hell will the mangroves go! where the hell will 80,000 poor people live!

    the only beach that will be available to the public will be from village to mcdonalds.

    this is our beach and we want it back!

    Guys, what good are all these comments if they are not translated into some kind of action? Don’t ask me to initiate some kind of action. I don’t live in Karachi. Even if I was living in Karachi, which I did many years back I don’t think I would have taken any action other than pay the Goonda Tax and then crib about it.

    About take-over of coastal belt ? It is property of SINDH Govt since it is in province of SINDH. The land which is used by Federal Govt is on lease from SINDH Govt and if any of us have some insane idea that coastal belt is property of someone else now taken over by SINDH or BALOCHISTAN Govt shall and must correct oneself.

    People are dying of flour sugar and oil shortage and some are concerned about turtles.

    — Shame on you SIR – Put in your time & money to save some deserving human and that will be great service to GOD who created Humans to be attended with more care & love then animal(s).
