An ordinary citizen’s assessment on different crimes in city

After reading barristerakc‘s comment i wonder what our police and intelligence agencies are doing if even ordinary citizens know about crime-pattern in this city. I shall reproduce his assessment as post and readers may agree/disagree but it seems like its more of a will problem than anything else when its resources vs performance. In a recent press conference the IG Sindh announced changes to improve the performance of policemen but as Sindh Police plans a low intensity operation, intelligence and honesty to the cause would be the key

i) Street Crimes: A typical street criminal is normally a looser (educated till matric/intermediate) from very underprivileged background. He is on average aged between (18-29) and belongs to either from bangoli or minority group (especially Christians from esa Colony). Small Time Thugs – these lads are typically from areas (Papoosh, Orangi/Lyari, PIB Coloney and Saddar). It’s a known fact that these lads are not involved in crimes in there own areas.

ii) Bank Robberies: A typical bank robber is a Pashtoons / Baloch from the tribal belt or from Lyari and Hab Chowki.

iii) Drug/Narcotics: A typical person involved in Drugs/Narcotics is a phastoon although majority of distribution is controlled by Balcohis of Lyari – Lyari being the head quarters and a no-go area for police. A shelter for folks like Rehman Dekait and Asim Papu – all Balcohis and PPP Jiyalas. It’s also seen that our very own police constables sell hashish rods.

iv) Arms Smuggling: Want a Gtr Rocket Launcher? A Chinese XGR for mobile snatching? Contact Zaheer Gang and you will get a home deliver for Rs.10000-12000. An average arms smuggler is again unfortunately a phastoon. Source of supply is the tribal belt and the carry is done by our very own ‘NEW KHAN COACHES’ – Sorab Goth.

v) Prostitution: Cells runed by Tajik Afghans (Farsi speaking) plus Punjabis with police backing. It’s part of an organized crime operation runned by many god-fathers of this city. Girls? Boys? No problem.

vi) Car Jacking: again Balcohis take the cake – operations done by inter-provincial gangs with backing from FC, Rangers and Police. Remember the Car Lifting Cell was closed for good two years? It was because SSP in charge of the cell was a ‘farz shinas’ officer. It is also noted that CIA and couple of insurance agents are involved in this crime too. There’s a tracking jammer which is being used to jam tracking devices – it costs Rs.13000 from Dubai and used by jackers to block the tracking sim.

    Cheers for reproducing the assessment. Here a continuing link which folks might find – interesting.
    Well its coming straight from the ‘devils advocate’ himself (me) so this is as close as you get to them.
    Points to be brood over,
    a) In a country where ‘thanas’ are ‘leased’ by home ministers (be it from PPP,PML(N),MQM,ANP,MMA,Interim) – do we seriously, expect honesty from the SHO(s)? (For newbie’s, this is estimated Sher Shah Thana is leased to a ‘tulla’ for Rs.7-8 million / month). Higher the crime rate; higher the premium. Do we expect honesty from these goons?
    b) Speaking strictly for Karachi – the city is infested by almost 4-5 million alien or illegal (from Afghanistan, Bangladesh, Bhutan, Nepal). There’s no check on them.
    c) As a Karachite – I hate to admit that Punjab police working is better then Sindh Police. (One reason is because locals are in police where it has been estimated that at least 4/5 of the Karachi(s) lower policing staff (from Sipahi to ASI) do not hold Karachi Domicile.
    d) It(s) also proven that Sindh Police works under more political pressure then Punjab Police.
    e) Lyari (apart from all political interest) is what Harlem of NYC was in 60(s) and 70(s) – centre of refuge for urban criminals. It’s another tribal belt waiting to explode – the one up North infests religious extremism and this belt spreads drugs and guns to the pety criminals of Karachi. Could Shoaib Suddle have the courage to operate? Oh, I remember Rehman Dekait happens to be the chief security advisor of ‘doostoo ka doost’ and Nabeel Gabol (with due respect).
    f) There(s) no doubt that Altaf Hussain Bhai did (for right or wrong reason is a different debate) arm young men and created a whole generation of ‘intermediate failures’ – although most of them stopped but a good number of them broke away with MQM – uses MQM name and are involved in crimes (ranging from dacoities to opening a rent-a-murderer agency). Recently during a decoity outside Karachi University, Rangers (wing 73) shot down an ex-MQM Sector In charge (the chap was thrown out for his unethical practices in 2005); the buger formed a gang and was eventually send to hell by Rangers.
    g) Like I always advocate that a criminal is a criminal regardless of his ethnicity, religion. We should not sympathize with him/her just because he’s an Urdu speaking man or a Baloch. A mobile snatcher would not ask you – do you vote for MQM, ANP or JI when snatching your cell phone; all he wants is you and he will not hesitate to take your life for it.

    Personally for me, these facts are not completely true. My observation says the people are involving in the street crimes are not all belong to Minority or intermediate-failures… especially in the area of Gulshan and Gulistan-e-johar…. event some times it found that they belong to noble families and the reason to commit these crimes are either adventure, friends, or no job opportunity.

    A person belong to minority, belong to gang who is having good back by any means, will never be in rush or use of weapon frequently. But, if a young man with few friends start committing crimes…. he never hesitate to kill a person in order to hide his identity.

    Finally AFTER VERY long time MB contributed without any political shift.

    Here I also agree with MQPASTA, "adventure" is also contributing to street crime in single digit percentage specially in terms of Car & Mobile phone Snatching, – DHA & Gulistan Johar police report that sometimes stolen vehicles are left abondoned after its done.

    Two important news appeared in todays papers.

    1)Suddle has planned to file case against Millitant Qomi Movement’s leader Farooq Sattar for his constant whining against Suddle to kill MQM’s "Karkun". Suddle’s advocate has said that either Sattar gives proof or make a public apology.

    2)Suddle’s team is planning for another Limited Operation against all Bhatta Khors,Snatchers in city which means we should expect a statement by Bai or his guys against Suddle.

    Both are good news. Poor urdu speaking Karachiites are more worried about their domestic issues and mehngai and insecurity. Any operation which is started against negative elements of the society will be highly beneficial for the city because MQM’s goons has bought lots of weapons with the asherward of Indian agencies. 90s Operation was the example of heavy weapons demonstration by MQM guys against Police.

    mqpasta, everyone is entitled to their opinions and I respect yours and would not dispute them as baseless but kindly take into consideration, following facts:

    a) Gulistan-e-Jauhar(s) crime rate has increased because the influx of migrants from Sindh – where a fraction of a minority are actually known robbers. The areas of Safura Goth, Pahalwan Goth where majority of populace is Sindhi and Phatans contributes a large number of criminal elements (prove of this has been post-Benazir Assassination Riots on 27th of December).
    b) Gulistan-e-Jauhar(s) crime has many dimensions. It previously happens to be a major prostitution heaven and a hide-out for criminals and terrorist (Danial Pearls killers were apprehended from Gulistan-e-Jauhar – apart from a major car-jacking gang named ‘Sohar Gang’). Now Gulistan-e-Jauhar has a major problem of cell phone snatching, car jacking and dacoities.
    c) It is a known fact (keeping the majority in mind) that somehow or the other; it’s the underprivileged ones which are in majority of cases involved in major or minor crimes (blue collar crimes).
    d) Another dimension of which the criminals of this city are having a ball of a time because of this police Judi restriction system and a lack of co-ordination between two police stations.
    e) Then there(s) a huge social factor involved in the increase of crime. Lack of employment opportunities, low salaries, inflation.
    f) Some times I think this is a war between HAVES and HAVE NOTS – where a small fraction of HAVE NOTS out of depression is resorting to earn ‘easy-money’.

    On a side note, Adnan(s) MQM bashing is biased and totally uncalled for – unfortunately, Shoiab Suddle (whom I have great regard with and is a family friend) is undoubtly controversial but he knows where his limits end.

    I think there will be a civil war in Karachi and Urban Sind if things are going the way they are going. Clearly, PPP is divided into two camps, Zardari Camp which is sensible and Mazar-ul-Haq Gang which is bent upon creating a havoc in Sindh.

    Word is that Altaf Hussain has refused to meet Dr.Asim Siddque (owner of Zia-uddin Hospital

    DHA – The SHO changes every 3 – 6 weeks max., REASON – unable to keep hush hush on growing brothels, liquor & drug trafficking, Purse, mobile, snatching for fun. 60% cases are "amatures" which are EXPOSED by other amatures when nabbed with no crimnal background, 30% are pure crimnals from Nelam colony, akhtar colony, sheeren jinnah colony mehmoodabad, qayumabad. 10% operate under gang sponsorship of police informers.

    my ex-neighbor was posted twice as TPO Defence in past 5 years, and thats when he really "PROSPERED". He Drives a 3 door 2800 CC petrol engine Land cruiser II of 1998 model. :) Allah Ka Fazal :)

    according to HIM – Crimnal is a Crimnal – Bird of Same feather Flock together – Gulistan Johar Jungle of appartments is Hide out for crimnals from all ethinic groups., so i’d say Barristar KC is biased.

    people who’ve had crimes committed against them also point to seraiki or people from southern punjab and hindko (abbotabad region) people involved in crimes. sounthern punjab has a deadly combination of extreme poverty, religious intolerance (shia-sunni), illiteracy, and tribal culture.
    while it is true that unfortunately most organized crimes such as bank robberies etc are being committed by pashtoons. the newspapers explicitly point to people from the wana area. prob. to sustain their ongoing war in the border areas.

    The media is crimnal culprit as well, fuels the divide, fuels the anger, fuels the ethnic violance – There has to be some positive approach too.

    AAJ TV reported and repeated since 11 AM saturday about a mother selling 3 kids due to hunger and taken away to Police station lockup in Multan.

    Also they reported FIR launched at Sabzi Mandi PS islamabad for theft of biscuits due to hunger. —

    People think BAD of Police – and inhuman of fellow citizens.

    On the other side they have failed to report — GOOD of common people.

    a. Nusrat textile director Muhammed Murtaza turned up at Police station in Multan 5 PM saturday, talked out TPO of any PPC clause for such case of sibling sale and got the family released put them back in their house with ration for 4 months…… rent paid upto Dec 2008 and offered daily wages work to the head of family in his factory.

    b. Active duty Commodore from Naval Colony Islamabad reached the police station sabzi mandi islamabad at 11 PM after the TV report of FIR, talked out the shopkeeper by paying rs. 150.00 for stolen biscuits to withdraw the case,.

    How do i know….. ! :) smile :) am a Pakistani with friends around crazy n mad like me.

    Media shall be leashed They MUST Work to propogate that sustainance of society is based on Good of people and bad can be eradicated. Only if people step forward and be vocal about it and media be on side of GOOD. without being biased.

    Very nice posting and pretty informative discussion guys. One thing I am very certain about is that our law enforcement people (police, intelligence and other agencies) and government in general certainly are aware of the situation, they know all about this racial/criminal profiling but the stake holders of this mess are within, so how come one expect any positive outcome from the filth itself. I always had a different angle to resolve or at least mitigate this situation. I firmly believe that it’s every body’s birth right to protect himself, his family and his belongings. Now the current situation is without any doubt is out of control. There is no order and people are at the mercy of these ruthless criminals and thugs and why they are so many of them around is because it’s a very promising, minimal risk situation for them. look at the chances of getting caught or getting hurt for any body who has a weapon and a very low self esteem, almost NADA, ZERO….when he knows that the poor guy he is assaulting and looting has nothing to protect himself, all the people around him can’t do any thing because he has the gun and no body else have even a knife, police wont bother because the deal has already been made….man! What else would one want….this place is criminal’s heaven. The only solution, for some that might be a little extreme but to me it is the only feasible and practical solution available is to allow people to bear/carry and use fire arms. It should be licensed but the licensing procedure should be easy and available to every body, not just for chosen few. Once the criminal know that they can get the same what they offer, they would think many times before executing their vicious plans. If I am going down, I’ll take a couple with me & at least I wont have remorse that I couldn’t do any thing to save my pride and the most important thing my family. The sense of self pity and help less ness is the most painful feeling you go through after such bad experience. For some people, its kind of extreme and seems like the place would become wild west for a while but trust me, if the people in tribal areas can live n survive for centuries with this tradition, why not us.

    Whats opposition? Difference of Opinion!!!

    Where do I fit MQM(s) terrorism / violence?
    I fit it with terrorists. Doctor Sahib, the problem is grave – the violence coming from political parties and not just from MQM. I am against victimizing one political party which is MQM and ignoring others (with the likes of ANP, PPP, PMLN and others).

    On MQM,
    a) Its high time MQM learn from the IRA (Irish Republican Army) and Ireland(s) peace process. That politics of violence damages your credibility on table and further harms your causes (right or wrong – is debatable).
    b) MQM is undoubtedly a major political force and can not be ignored. Keeping the numbers aside, politics of Sindh unfortunately is an exception – where there(s) a ‘RURAL-URBAN’ divide unlike other provinces. In order to maintain peace (sticking to the ground and not thinking with an idealist cap on) MQM should come ‘on-board’ while MQM should promise in private to leave politics of violence and blackmailing.
    c) Although there(s) no rationale for violence but unfortunately, its seen around the world that it’s not the political ideologies which materializes into violence but communal and ethinic tensions which somehow makes an average joe on the street – violent ( personal research – relations between the local Marathas as Non-Marathas in Marashtra, India, Tensions between different ethinities in Afghanistan, tensions between Catalans and Non-Catalans in Catalonia, Spain etc etc.. are some examples of to quote).

    two kings in a jungle simply can’t coexist.. i don’t see this relation lasting for long,no matter how much Zardari want it to last(N League have reservations about MQM, PPP have reservations about N league(currently marriage of convenience), Zardari wants to have long term relationship with MQM (which will be beneficial for him both in center n sindh) but if MQM didn’t changed it self and continued with April 9 type terrorism then Zardari won’t be able to cool down hawks in PPP who want to go against MQM to avenge the treatment meted out to them
    during last few year when Mush regime had given MQM a free hand in Sindh

    all political parties either PPP , PML (N ) too created torcher cell in ’90 decade, i mean to say , all parties do have bad guys, MQM is not only to blame always.
    at khi metroblog, i have seen Barrister saheb, thought some senior person but his thoughts show some bad for others bloggers.
