Usually banks use these notices as people mistakenly enter the premises. These might look like branches but actually they are offices of Credit Risk Divisions/IT, HR, Corporate Banking, etc.
The "This is not a branch of xyz bank" is a regulatory requirement by the State Bank where public locations are set up either for back office purposes or just as customer facilitation centres for field sales teams and information desks.
For example Faysal Bank has one at Clifton centre, where they will give you info on all products etc, and also have a drop box for cheques, however, they will not give you acknowledgement of any payment they recieve.
These are often known as sub branches because they are not authorized to function as a banking unit, but as a sales touch point or information centre. Such centers are not authorized to deal in cash.
This looks like an atm center and cards payment center to me. Citibank had put a similar sign at its ATM center on Khayaban-e-Iqbal so that people do not enter the place thinking it was a branch.It is a standard practice in India and other countries as well as people are not used to seeing such huge ATM centers.
I think its their rep office in karachi from where they book foreign trade business ( like Letter of credits – guarantees etc.)
