its nothing new. since my childhood i am watching people to park right outside schools on SF. and their habbit hasnt changed even after couple of decades.
the only solution to all traffic related problems will be a well planned mass transit system, which include road and locomotive transport system.
Or on other hand increase the annual raod tax and car registeration fee !!
