Imposition of the latest local government tax
Former Nazim of Karachi Naimatullah Khan has raised concerns over the imposition of the ‘infrastructure tax’ by the City District Government and said that the Sindh Local Government Ordinance does not cover any such amendment.

What I wanted to know is what visitors at Karachi metblog think? Is the imposition of this tax justified and will benefit Karachiites in the long run or is it just another excuse of making some money.
Mr Naimatullah Khan during last five years did not leave a single opportunity to practice his dirty politics against Mustafa Kamal!
Firstly this tax is not new one, infact it was abbolished by none other than current Mayor, Mustafa Kamal,
It was already present in the Naimatullah Khans Tenure!
Secondly the tax is very small !
Rs 70 from those people who live in plots of 80 square yards and Rs 800 from those who have their houses built on 1,000 square yards.
If Naimattullah Khan was so much concerned about public paying taxes than he should have also spoken up against the recent increase of federal tax, which rakes up millions of rupees on virtually every product! (he is just a common citizen, not an elected member, so he should have been concerned for both)
thirdly according to Dailytimes, he said that the finances required for running the depts and upgradation of infrastructure could easily be met without applying this tax,
If this was so , where did all the money go in his tenure?!?! there is a mountain of difference in expenditure of this CDGK and last one, if the expenses could be met easily then where did he use all the money !?!?
Somebody should go and say to him ! that "you had his chance to run the city fair and square! and you wasted it ! so shut you piehole! "

Well, we have been paying a lot of money in the name a variety of taxes.
Appropriate utilization of t these taxes for the improvement of city’s infrastructure never seen before.
This CDGK has proofed their metal and now they can ask for such a tax… there are a lot of things to do; IMO mainly cleanliness in the city and more strict transport control. You can add a few more to this list.
Simple, it is ok to levy such tax, it should be collected by CDGK and Utilized by CDGK. No interference of Provincial or Federal Govt.

We should all pay the tax. I am sure Karachi needs some funds from the people of Karachi to keep it going well. See what has this buffoon Zardari govt. has done to the construction in the city and elsewhere.

I guess the proposed taxes are justified as all these new plans need money to keep going but may be they should spare any one who lives under 16o-180 yards. Do not charge them as they are already the victim of this inflation.
May be they could add some bridge taxes on new cars registration, they should just try to give break to poor people.

DHA people are the biggest kaminaas. They don’t pay any tax to Karachi government, and get to use the bridges and roads in Karachi for free….on top of stealing electircity too. At least people in my beloved laalo khait are paying taxes to Karachi’s government!

"The newly proposed charges by the CDGK are supported by SLGO 2001 section 18 (h), 39 (b) and 54 (i) supported by other sections and implementing regulation whereas the 116 describes the procedure that has been taken care for in late jaunary the case was sent to Government of Sindh and Public reservations and queries were asked through newspapers, hearing in the concern was conducted, Agenda was prepared and circulated and council has ratified in early February this year…. the details are to apprise PRAC"…….

@Barrister sab….thanks for the update….due to the deaths in the family I have not been able to study all the projects approved by the city district gov….or the one’s under process….to be approved very soon no question about…because its all about money..dam dam da da dam..and the memon bachchi have it by heaps and bounds…no smiles there either…the thing is that these mega projects after complition will take karachi and the people of karachi into the dark ages…
emaar waloun ki toh khair hai they dont need our water,power or air they will bring every thing from dubai UAE, but from where the projects in the city centre at the civic center are going to get the desired utilities….there are already four to seven shut downs a day…and this was the winter…god forbid i cannot imagine whats in the pipeline for the summers…

CDGK need’s taxes to raise the monetary shortfall as contractors are hounding CDGK to release funds apart from various infrastructural projects undertaken; one of them is the new plantation drive for greener Karachi.
If you guys want I could ask couple of DO(s) and CDGK Officials to organize a briefing for you on this regards (give me a list of 25-30 people). I will sort it out.

Actually stocks of cement that MQM was freely distributing to all those MQM goons who had encroached public parks and playgrounds in different parts of karachi was drying up. So in order to help these goons continue their construction work unabated on those encroached land young and dynamic’ city nazim came up with this novel idea. Start milking those who are already paying property tax. Milking of honest public is already quite common here,honest electricity consumers are expected to pay for all the electricity stolen in the shape of additional surcharge.. so basically any one can milk the honest public in this banana republic.

most of you kids are focused on the political corruption….ok lets accept this fact that fathers sleep with a woman and move on…..here i want to emphisize on a simple mismanagement….iam not sure if our dear freind The Barrister sab wakes up in the morning ….because if he does he will confirm my observations about the cleaning staff in different towns the ones that are paying to them and the ones that are not….i have seen a uniformed cleaning staff in orange color uniforms cleaning the roads from dawn till noon…in the cbc and dha area’s…here in jamshedtown and all the nearby towns the cleaning and garbage collection starts in the afternoon…when the staff if already tired from working at private homes.shops on tariq road open around 11:00 am and usually the shop keeper or their help do it themself….otherwise you can see the garbage in the middle of the road….

THE other day I received a bill titled ‘Utility charges for municipal services’ from the city district government, payable for three months from January to March (two months in advance).
May I ask the city district government what type of utilities will be provided to me for Rs4,000 per year?
(a) Will they collect garbage at doorsteps? If so, then I should stop paying the sweeper.(b) Will they remove all garbage, plastic bags, sanitary napkins, leftover foods thrown by passerby who does not care for clean environment and, lastly, caracas of cats, dogs and birds, every day?
(c) Why was I billed for January and half of February for no extra service rendered till then?
(d) Should not these charges be levied on the ever-increasing hand-carts who throw such things as banana peels, sugarcane peels, rotten fruits and vegetables, non-eatable parts of fishes and meat.?
(e) Will they set up decent restrooms so that the passerby does not urinate on our boundary walls?
(f) When will they start the campaign to eradicate stray dogs?
I really need answers to these questions before I pay the charges levied.

Why Karachi alone? [ii]
I WAS horrified to see a new tax bill in my mailbox. On top of the bill was written: City district government utility charges for municipal services. The amount of the bill was nearly Rs1,000 for a three-month collection. That is Rs4,000 for a year per household.
According to the media, the basis of this new tax is the development works of infrastructure in Karachi. My question is: Are the citizens of Islamabad, Lahore or Peshawar also being taxed for infrastructure development in their respective cities? If not, then why Karachi alone?
Next, are there any standard procedures for the government to operate? In a democratic system, yes there are. Which means that if a new tax or policy is adopted, it has to be voted in the assembly hall in a session attended by all representatives of the people.
According to various sources, the new tax is an ad hoc action by the city government, which instead of securing the funds from the federal government find it more convenient to burden the citizens of Karachi with a form of deliberately imposed tax.
Karachi is not a sovereign state but a city of Pakistan and its citizens demand if citizens of Islamabad or Lahore are not taxed for garbage collection at a monstrous charge of Rs4,000, why Karachi alone?

Karachi residents are already being taxed and nobody wants to be double taxed. For example due to current electricity crisis would you agree to pay twice the amount of KESC bill? Nope you won’t, you would instead ask them to tighten up their belt and take care of their mismanagement in order to overcome the electricity crisis.
Other institutional stakeholders like Port Authority,Railways etc should also be taken into the loop and assigned development work in their respective areas,there is nothing wrong if their tummies are tucked in order to develop karachi.

- As for the Charged Parking,if you’re mentioning it the definitely Naimutullah Khan must have introduced it,actually i am all for it,infact if you search my previous comments on this issue here on this blog then i had been advocating some sort of a city center tax on all vehicles entering city centers during rush hours in order to discourage the use of private vehicle,obviously an excellent public transport system needs to be in place as well. Naimutullah Khan at that time had introduced those Swedish scania A/C CNG buses.I guess i don’t need to talk about its fate.

On Friday 20 Feb 2009 Pukhtoon Nationalist Party ANP siege the offices of Jang Group and Geo for what they called ill promotion given to them by Jang Group.
Pathan ANP workers were heavily armed and they were looking for Journalists, These armed Pathan Terrorists not only robbed people on I.I Chunrigerh road, Snatched Mobiles phones from ordinary people but also tortured the Journalists covering their activities.

APROPOS of Akbar Merchant’s letter, ‘Why Karachi alone?’ ( Feb 19 ), I endorse his views as to why only Karachi should be paying all the municipal charges etc.
Inflation is getting on the nerves of people and now another tax bill of Rs4,000 per year per household has been added to the list.
My mother, being a widow, is the sole breadwinner of our family. For families like ours, an added tax puts a lot of burden on us.

Regarding KESC rates, for decades my friends (including industrial types) have been claiming that Karachi power rates are higher than Panjab’s. Finally, we have a true Karachiite, aka jaali doctor, getting the coruage to complain about it.
Though, Mr. jaali doctor, if you want true democracy (do you?), then Karachi’s local government taxing Karachi’s population has nothing to do with Sahivaal’s policy on such matters.
The other problem with this is – and this is a long term issue – if every one moves from every where to Karachi, and then they send money to their home districts….and no one pays taxes in Karachi…but uses its roads and water…then we expect Federal govt or provincial governments of provinces that send people to Karachi for work to give money to Karachi. Does that happen? So, jaali doctor, how is Karachi government suppose to pay for its services (assuming they actually provide service and that is whole another discussion)
