I will suggest something quite opposite to what you have said. It may be mathematically proven that each point in Karachi is covered by the loud speakers of at least six masjids, and too many muezzins saying azaan (sometimes pre-reocrded) on loud speakers (which science-challanged Mullahs until recently deemed haraam) disturbs everyone including infants, sick, old and other normal people. I suggest, a government ban on use of loud speakers for any azan from any masjid.
I used to think that only the main masjid in the neighborhood should be allowed to use loud speakers for azan, but then I realized the current status of the ummat (sorry, no ummah business on KMB please): all the masjids of a neighborhood will fight over which one is the main masjid. Legally speaking it should be possible to decide which one is the legal masjid, but when most masjids in Karachi are illeglal, yeh koee aasaan kaam nahi’n.
Therefore, I will suggest high minars and no loud speakers.
Another way to tackle the noise from muezzins will be to destroy all the illegal masjids of Karachi. Since most masjids of Karachi are illegal, just their removal may solve the problem we have with superimposition of azaans. Kaheen allah-u-akbar ho rahaa hae, next sentence you hear is hai-allah alfalah, then suddenly you hear hai-allah-salah out of sequence…total non-sense if someone asks me!
Summary:
1)Promote high minars, band loud speakers from Masjid
2) Remove illegal masjids from enchroached govt land.

I would nip the evil in the bud by first destroying all madrassas where these moezzins and khateebs r over-supplied. This oversupply results in illegal mosques being constructed everywhere.
There is no Islamic concept of professional Moezzins and Khateebs in mosque. It was made a tradition to propagate govt’s version of Islam. In any mosque, regular namazis can perform these two jobs.
this is a masjid near liaquatabad super-market, i guess the name is Madni Masjid and its accesible when you take the first right turn when going from liaquatabad DAAAK-KHANA to DAS-NUMBER
